You're right Mason: you rather use "Madame" to address a married or an older woman, while "Mademoiselle" is used to address a younger/non-married woman. In the context of waitresses I think the most common way is to say: "Mademoiselle" so I'd go for this one unless you're addressing an obviously older lady! And in case you hesitate: "S'il vous plaît" or "Excusez-moi" are always good :)
