Dear Chris, I consulted with a native French speaker, she told me that "Garçon" will be used specially in formal cafés or restaurants, whereas at other places it will sound a little bit old-fashioned. She said that at other places, she would rarely use the word "Monsieur" as well!, rather she would more naturally say: "S'il vous plaît" or "Excusez-moi" to call the waiter's or waitress' attention.
We taught "Garçon" because it's important for you to know it exists, as well as "Monsieur". Also, nobody will be offended or will react strangely if you use any of these two words. There are always several ways of expressing things in a language and from level 3 on we try to teach you several alternative ways of saying things. Hope this helps!
