After "est-ce que" the usual structure is: subject + verb, as in Où est-ce qu'il est?, after the question word "où" however it's more natural not to use "est-ce que", and in this case the structure would be inverted: verb + subject, so for the bathroom we would rather ask: Où sont les toilettes? -hence the confusion here because level 1 focused on one single way of building questions (there are many in French)
