Asking questions with o`u est-ce que
In level 1 the DVD sessions it seems o`u est-ce que is only ever used to ask where people are, and the verb ^etre always goes after the pronoun or a person's name, as in "O`u est-ce qu'il est?" But then in the podcasts to ask where the bathrooms are, the verb goes before the noun, as in "O`u est-ce que sont les toilettes?" Is there no hard and fast rule as to whether the noun or verb goes first?
