I noticed that too. In the Flashcards, if you input 'où est-ce que le bureau est?' it's still considered correct, so my thought is, yes, both formats are correct. I think it's a bit academic, because eventually we'll be asking questions without the requirement of 'est-ce que' and I think the more common way to ask that particular question in the real world would be 'où est le bureau?' (using the same formulation we would in English).

Merci Mitchell. It has been in the back of my mind that the use of "est-ce que" is a way of establishing a good foundational training for French, but that my training will migrate to something more direct eventually. I'm totally new to French, so wasn't sure about what lies ahead. Thank you for helping me make sense of this.
