So your question caught my eye, and I asked my friend from Colombia to explain it. It's one of those annoying "because that's the way it is" answers lol. It's just something they do to talk about a dish or a food that they are eating at that moment. For example (he said) if you were looking at a menu and saw chicken you would say "hmm este pollo es bueno.." but if you were eating it in that moment you would say "este pollo está bueno." From my understanding, that is just the way it is! Maybe someone else can provide a less irritating answer xD

That is a very interesting answer, and I can kind of grasp the distinction, although I can't put it into words. Nor could I extrapolate it out into any sort of rule. Yes, it seems like it's a "That's the way it is," situation. Thanks for asking your friend!

Think about Mexico as something that cannot change,as opposed to a dish which could be a different dish. For things that do not change, do not move, like a street for example, you would use Ser. "Que es esa calle" (What is that street). If you were to talk about a qualified dish, that wouldn't change, so you would use Ser as well. For example the dish is a fish soup you would say "La sopa de pescado es muy bueno".
