I guess it would depend on the context since the English word "could" is both past tense and conditional. For example, if I said, "When I was 18, I could finish the work in 2 hours" (past tense), but if I said, "If I were 18, I could finish the work in 2 hours" (conditional).

Thanks Eric and Stephca. I think I see the point. My French isn't the problem, it is my English (grin)... The whole sentence in French is: Ils ont commencé à leur parler de leur prochain voyage, mais ils n’ont pas pu finer. The English version: They began talking to them about their next trip, but they couldn't finish. I think that this is in line with Eric's comment. Does "Conditional" always require an "If" or are there other markers as well?

It is a one time event. Translate it as "did not"
