It seems to be hit-and-miss even in France. I'd read on several French language sites that "garçon" was considered rude/condescending these days, which was confirmed by a friend and French native from Metz. But another friend/native from Lyon had never heard that it was rude. Personally I just play it safe with "madame" or "monsieur," no sense risking offense when it's easily avoidable.
