They say if you have a preposition this goes first:
Preposition + Q. word + pronoun + verb + rest of the sentence
Which hotel are they going to stay at?

À quel hôtel ils vont rester?
So hôtel isn't a question word, so do they mean question word group? If so, are there rules for when to include extra words?
I ran into similar in level 2 lesson 5 (question word + verb + noun + rest of the sentence) where you would include the article with the verb to make a verb group.
