The rule is that any version of "go," whether it's the infinitive "ir" or a conjugation ("voy" for example), must be followed by an "A." In your first example, "Voy a ir al teatro," you have two versions of "go," both of which must by followed by an "A" -- Voy a ... and Ir a. In your second example, you have only have one usage of "go," the infinitive Ir. That's the one that's followed by an "A." Clear?
