You're right about the explanation Dan, usually when we're referring to something specific, or something just mentioned before.
Yet here it's a case which is a little special, since we're talking about the weather, and to say what the weather is like in general, we usually just use "es". So even if we've just mentioned the word "Wetter", it's more natural to use "es" as usual.
