I think generally adverbs should be placed before the verb they modify. The difference in the two examples you give is that in the first case, "yo" is omitted, as it often is in Spanish. So siempre goes before the verb, estoy which happens to put it at the beginning of the sentence. Second example "nosotros" is not omitted, but again siempre goes before the verb it modifies.
