You're correct that the difference depends on the region that the speaker is from. You'll likely have an accent with either way you pronounce it, so it's not important which one you choose since you'll still be understood. Just another helpful tip,
If the "CH" comes after vowels U, A, O or the combination of AU, pronounce it from the throat, for example "auch"
If the "CH" comes after I, E, the combination of EI, or a consonant, pronounce it like "shhh"
I just learned this in German 1 Lesson 4 and it's helping me :)
