que viene generally and usually talks about something that will happen in the very near to immediate future and proximo is used as a generic and general term of the future like sometime next week or the coming weeks contrast to que viene it def will be next week and on a specific day. For example "I'm going to the beach next week" and you mean for it to be exactly next week so you'd use "voy a la playa la semana que viene". Then if you're maybe not exactly sure when next week or maybe it will be the next week after, you could use "voy a la playa la semana proxima" because you aren't sure exactly when it will take place, but it will be in the future. Hope that makes sense, I tend to over explain at times lol
