You're right that in a written sentence, the grammatically correct form would be:
Aujourd’hui, le plat du jour est du poulet aux légumes, avec du riz.
However in usual, spoken French we'd always use the "c' " as if we were starting a new sentence, which is why we've used this form in the conversation: Aujourd’hui, le plat du jour c'est du poulet aux légumes, avec du riz.
However the program should accept both versions in the flashcards since both would be correct depending on context.
