The variation is a little comple. The use of dónde with the accent is for questions or indirect sentences, but when not used in these situations you don’t need the accent on the question word.So in "where is the bank?" you would need an accent on dónde because it is a question.In "a bank is where you can change money", this is just a standard direct sentence so you wouldn’t need an accent on the donde, but in an indirect sentence like "I would like to know where I can change money" or "I don’t know where I can change money" you would need the accent on the dónde.
