El tiempo, is always a great ice-breaker. We've found that when asking for help on what to eat people always want to chip in. So restaurant vocabulary is key.
Next on the list is location, location, location. I just moved here, where is the best place to x?
It's tough. Having a good grasp of structures is step one. One you know these well, adding vocabulary of any theme is relatively simple.

Hi Kevin, I went right to the source, my friend who moved to Madrid a couple of years ago for advice. She was fairly fluent before she moved there but felt quite isolated. Here is her recommendation:
The one thing your friend should do in Seville is look for an American Club or
similar. I expect they have organizations similar to ones we have here, which
include: The American club, The Navy League, The International New Comer's
Clubs, English, Irish, etc. club. If he picks up a cheesy English language
newspaper or magazine they have in irish pubs or bars where foreigners go, he´ll
find them all listed. He will also see people interested in doing an Intercambio
or Langauge Exchange. This is a great way to sit down and talk with people one
on one who can help your through cultural difficulties. It is supposed to be for
Spaniards to practice their English and English people to practice their
Spanish, but often both parties revert to whatever is easier for the both of
them.
I am surrounded by Americans all day, but I have met people at the American
Women's Club in Madrid who felt they were the only Americans here, lost like
your friend. I´ll try to think of some more resources. If he likes sports,
sports groups will be listed in those rags as well.
