The structure is always ir + a. Estar can be translated as "to be" or "be". It seems confusing because you are doing a literal translation based on the English meanings of the words. As you progress along in your Spanish studies, you will find that you seldom can do a word for word translation from Spanish to English and vice versa. Rather than trying to 'translate' each word, look at a group of words and associate a meaning with those words. In your example, va a estar, means going to be to a Spanish speaker.
