While they can both be translated as "return," the difference is the following:
volver -- to return to a place: "Voy a volver al hotel" (I'm going to return to the hotel).
devolver -- to return an item, like something you bought "Voy a devolver esta cámara porque no funciona" (I'm going to return this camera because it doesn't work"
