From Emilie, our native-Frenchie who just got back from vacation:
the "y" always comes just before the verb, you say:
J'y vais I'm going
Ils y mangent tous les jours They eat (there) every day
And in the past tense, it goes right before the auxiliary (i.e. before être or avoir):
J'y suis allé I went (there)
Ils y ont habité l'année dernière They lived (there) last year
