Just to add my two cents before the conversation is beat to death, if your math teacher were to say "Write down four hundred and three" most people in the class would write down "403", not "4.03", "400 . 3", or "400 and 3". Furthermore, you could say "One thousand seven hundred" out loud and people would instantly understand there was a coma in there without having any indication by the speaker.. Fluenz was directed towards English-speaking adults, and most adults I know can make the distinction between the various ways numbers are read aloud and the way they should be written without even thinking about it. I don't consider it to be a flaw or "wrong", but that's just my opinion and I'm fine holding different opinions than all your math teachers :) No need to apologize either!
