If it's one o'clock, then the article is singular, for all other hours (2-24) it's the plural "alle" because these numbers (hours) are feminine plural. So it's always alle dodici, alle cinque, alle sette etc. And eight o'clock is alle otto, not all' otto even though otto starts with a vowel. Plus, when referring to times on schedules, such as a train schedule, the 24 hour clock is always used so 5:18 PM would be "alle diciasette e diciotto"
