Actually, I was also surprised about this explanation in the first level. Turns out in Fluenz 2, 3 or 4 (can't remember) they address the time issue properly (like you suggested) - this way makes more sense indeed and is also much simpler to use ! Best.

Watch out for "half eight" in German... It doesn't mean 8:30...

the 24-hour clock isn't quite as confusing as it seems - usually the 24 hour is only written. when people speak, they seem to use the 12 hour clock but add evening/afternoon to distinguish. Am 8 Abend - at 8 in the evening. very precise and exact (very German!)
