The rule is to use the article only before the day if the day is followed by a date. Le vendredi 14 Janvier. There is no comma, no article before the date. You don't say "Le vendredi, 14 Janvier" and you don't say "Le vendredi le 14 Janvier".
If you do not qualify the day, then the article precedes the date: "Le 14 Janvier".
