Cet is used for masculine nouns that, like you're figuring, start with a vowel or a mute h. I think this is another of the things French does to make it sounds nicer and make it easier to say, like liaisons. For example, I find it much easier to say, "Je vais à..." using a liaison between vais and à than if I don't. Would be the same trying to say "ce hôtel" - it's just easier with the modification. For feminine nouns, it's cette, which will sound the same as cet.

Thank you so much Mitchell. I have noticed that a lot about liasons too, it tends to make things flow.
