Hi Jim!
In spoken Italian you have to say "duemilatredici": "due-mila-tredici" (take care, 2000 is "duemila" NOT "due mille", such a word doesn't exist in Italian! ;D ).
The spelling of 1997 is built up in the same way: "millenovecentonovantasette". Seems too hard to say? Think it as "mille-novecento-novanta-sette".
The rule ist that simple: pronounce in full the thousands, the hundreds, the tens and the units.
Though you don't usually see such a spelling written down for the years, you shall see it for example on bank checks, together with the digits: 1.500,35 euro = millecinquecento/35 euro.
