I'm not sure there's a specific reason, but I've just never seen that done. You'll see that while a lot of stuff in French makes "sense" plenty of things are just done that way because they are.

Maybe because the 2nd "e" in elle is silent anyway? est-ce que elle would be said es-se ku elle, i.e. the "e" que would be pronounced, but with contraction, es-se kell. actually, it does make "sense" . i saw on another french site, that tu as is sometimes spoken as t'a, but likely is not written formally . in spanish, they make similar contractions in their speech in fluenz, but keep the spelling , they write a la oficina, but say a l'oficina

You would not use Ell'est ... since Elle is a personal pronoun and est is the verb but in qu'elle ... " que ... is a conjunction. Whenever you use a personal pronoun a verb will always follow and they both have to be written separate.

The use of liason in French is quite tricky to pick, but basically in this case you would say 'elle est' without a break between the words. I'm only up to French 1, but theres a good video on YouTube which (by rote) explains a whole bunch of conjugations and the grammar of French - ill post it if you want to have a look.
