I'm not sure of the hard and fast rule, but here is something that helps me in deciding when to use "per" before the second infinitive: if the sentence makes sense by using the phrase "in order to" before the second infinitive, then I know to use 'per'. In your example, the sentence makes sense if you think of it this way: "Can I use this credit card in order to pay?"

The three scenarios mentioned at some point in level 3 are to order, to leave for a place (partire per) and a ticket for a place (un biglietto per Genova). i am sure there are others, but hope this helps a bit.
