Las aguas is correct. Water is actually feminine (thus why you would say "agua fria", not "agua frio." If a singular noun begins with "a" or "ha" and the stress is on the first syllable, the article used is always "el" to avoid having two "A" sounds back to back. This is something that was confusing for me until I found a good explanation in a Spanish book I have.
