Your method sounds like a good one to me. It sounds like you have some excellent resources to practice and reinforce what you have learned. If you think about the Fluenz lessons, I'm learning French and for each lesson there is around 15 minutes of new instruction, and then the workouts that take around 2 hours to complete. You can see there where the emphasis is. Of course it's important to learn new vocabulary, but also extremely important reinforce what you have learned. So the best approach is to practice it over and over again. I mean I want to be fluent in French like yesterday, but I have come to understand speed does not equal success when learning a new language.

Even at Level 4 I feel that I'm a beginner. I realized around Level 2 that I need many other sources besides Fluenz to get where I want which is conversational fluency. I know that chatting/talking with natives (even in short bursts), watching tv or movies, and other methods can be helpful. I just want to make sure that these numerous sources aren't complicating things.
When I move on from say Level 3 to 4....I'm about 95% confident in the new vocab/concepts...but maybe only 65% confident in listening to complex (fast) sentences in that Level....I might have to listen to a complicated phrase 3 or more times to get it. That's why I wait to review some more before promoting myself. Learn from other sources. Maybe I should focus on Fluenz more and repeat lessons over and over again.
