You just have to memorize which verbs require the "a" and which don't. Regardless of which form of Ir (the infinitive of "to go") you use, it requires the "a" after it. In your example of "Vamos a ir a la tienda," you have two forms of Ir: Vamos (we are going) and Ir (to go). Both require the "a".
