That depends on how you define fluency. I think Fluenz teaches you the most pratical French for the amount of time you put in as any program. At the end of level 5, I could just about express any question or idea, except for lack of vocab in specialty areas. But I think the comprehension will only come with much more practice and immersion. There, the problem will be that we learn one or two ways to say something, perhaps the most common, but the French have many more. If you count all the vocab in the five levels and compare it to a French dictionary, it is a relatively tiny fraction. Yet it is extremely useful, perhaps the most useful fraction.
