Very easy to have been confused by that sentence. Let's go through how talking about streets works in German. In session 25 Nora explains that the noun 'Die Straße' always goes with an article. This rule applies, regardless of which preposition. So now that you know that, even if the English sentence does not say "the street" you know that in German you need to add it:
English: On Hermann Street:
German equivalent: On THE Hermann Street
German: In DER Hermannstraße
So when you have a sentence that uses To + Street, in German it would need to be Zu + DER Straße (ZUR Straße). Example:
English: but they can come to Hermann Street
German equivalent: but they can come to THE Hermann Street
German: aber sie können ZUR (Zu + Der) Hermannstraße kommen

thanks, I also wondered about that. Its appears to be the same situation when dealing with the German equivalent of "work", since we always use "die Arbeit"
