When the phrase is a positive expression such as "je voudrais plus de pain" you pronounce the s. If it is being used negatively, such as "Je n'en veux plus" then you don't pronounce the s. Hope this helps!

That's a start, thanks, but there are phrases like: plus ou moins. Is there more difinitive rules or does this case fit into the pos/neg categories you provided?

I think that in plus au moins, regardless of the pos/neg rule, the s is sounded because of the liason, i.e., preceding a vowel sound.
