Are you talking about subject pronouns (Io, tu, lui, lei, Lei, noi, voi, loro) ?
Generally they are often omitted since the verb conjugation will tell us but there are many cases when it is used.
You can keep pronouns if you want the subject to emphasized. For example, "Io ho lavorato tutti i giorni!" I worked every day.
You can keep pronouns to emphasize one subject over another. For example, "Lui e' alto, non lei" He is tall, not her.
You can keep pronouns to emphasize if there is some confusion over what subject is being addressed with verb conjugation. (This becomes an issue mostly with more advanced verb conjugation so don't worry too much about this now)
Italian music and television will sometimes use pronouns to make sentences/phrases flow nicer.
It's mostly up to you when to drop or use pronouns..those are just a few instances when they should be used. I am not sure what level you are on but you should start to become comfortable with not using pronouns as the program goes on but don't forget them at all! As you expand on your italian, you will see other ways pronouns interact and it will become second-nature!
There are also many other types of pronouns (possibly more used than subject) like direct object, indirect object, double object, but don't even worry about those yet! (unless those are the pronouns you are asking about and Ill respond with info on those!)

I meant the subject pronouns. I usually do omit but since Fluenz includes sometimes I wasn't sure if I had missed some rule about when they were mandatory. Thanks for the help.

Yes, sometimes Fluenz ommits and sometimes it doesn't.. just know how to do both but usually they are omitted unless like I mentioned something needs to emphasized or if it flows nicer in a song etc.
