As my 12 year old daughter did the 5 levels of Fluenz, this confused me and I've lived years in Colombia and I've been married to a Spaniard for many years. Still confusing. When I showed my wife this section, she said she personally would use "estar" when describing directions to a bank, though she gets the logic in that it's a characteristic. So you may be safer using "estar" in real-life situations.
One thing I have learned is an event uses "ser" for sure. The concert, or the conference ES en el centro - is downtown.
If I were describing the spacial relationship between one city and another, I would think it would be SER - New York is far from Miami - Nueva York es lejos de Miami --- That's my two cents, but I'm happy for someone to set me straight - this is tricky

second - the example of the conference where let's say the CPR course changes from one room to another - my wife did confirm that's still an event and uses ser. Ser if you're taking about the class as an event. If you were talking about the group of people IN the class, you'd use estar to describe where they've moved to -- - this is WAY tricky - twists my brain and I've spoken for 30 years.
