Ne xxx pas structure is generally used to negate a verb, so you wouldn't say ne loin pas because loin is not a verb. It just so happens that last week at my alliance française class we studied negative structures. We learned that the 'ne' can be optional but the 'pas' is always required for this type of negative structure, there are several more which you will come across as you progress. So 'pas' in effect becomes very useful. There are many things that you will come across that won't always be fully explained when you first encounter them, but they will. They keep things from getting to overwhelming with that approach. But it's also good that you are asking questions and perhaps looking things up because overall that will help you to progress faster.
