If you translate that literally in English, it can sound funny "For to go", but that is how it should be in Italian (French too).

So it's just how they speak. Are there any distinct times when to use "per"?

I find that if you can substitute the phrase "in order to", then you can use "per." Your sentence would read: " You must buy tickets in order to go to Rome."
