Sí hay means "yes there is", as opposed to "no hay", there isn't. "sí hay un banco", "there is a bank", with the emphasis that yes, there is one there. If you write without an accent, that would mean "if". "Si hay un banco allá, yo voy ahora". "If there is a bank there, i go now"
