Based upon my experience, it's somewhere between three semesters and four. You'll be able to get around just fine in Germany by the time you've finished level 5 - even if you won't be ready to read Nietzsche in the original (which is something that almost everyone can get along perfectly well without doing!)

Thanks a lot. That is significantly farther than I thought the course would take me. I feel that I've learned a lot already, and the way the Fluenz material is presented makes it pretty enjoyable to go through.

I just started level 3 German, but I'm also taking German 101 at my college right now to satisfy the foreign language requirement. Let me just say that the aptitude of the students in the class as a whole will determine the pace of the course, and I'm finding mine extremely slow after using Fluenz! There is the advantage of learning from a native speaker in person though. My professor is from Dusseldorf, and learning some of the little things about German culture and language from her makes it worthwhile.

I've read somewhere that it's equivalent to 4 semesters, but I could be wrong. It does seem to go over all the grammar needed to speak German. After you have the grammar down, it's all whether you build your vocabulary or not.
