Good question. I can't speak for anywhere else in Europe, but in France has a no-tolerance smoking policy also, just like the U.S. I noticed the packs say in huge letters (in French) "Smoking Kills" too.

Smoking was allowed in restaurants in France until a few years back. That's why you will see many French movies with smokers in them. The electronic cigarette is getting very popular in France, you will see a lot of people use them, and new "vaping" stores open every day. You will still see people smoking real cigarettes outside the bistros, and you will still see smoking inside small places in the country.

I've seen a lot of the electronic cigarettes here in France. In fact, two stores just opened up in my village. It's probably just a fad and will die off in a couple years or so.

I suspect there are few countries a puritanical and tyrannical as the USA on stuff like this.
