@gwcrath The example you provided asked the question is: There is a pool at the top of the building, do you think we(i) can go (there)? 'vous' is therefore the answer as it was not indicated as you (i) in the question. Hope this helps!

That begs the question: Was I wrong then in assuming that the use of 'on' necessarily implies that those people are using 'tu' amongst themselves, and never 'vous' except in joking? If so, what is the real meaning of 'on' in this context?

I was confused by the same issue. When "on" was introduced it was identified as "we" informal so I assumed, as you did, that when we use the informal "we" then we should also use the informal "you." In a later lesson (I don't remember which), we learned that "on" could also be translated as "one" or "people" in general. When "on" is used in that context, "you" could be formal or informal.
