This place is probably a relaxed area where there is not much formal going on. In Mexico I say "tú" to taxi drivers, "usted" to hotel clerks, "tú" to bartenders in casual places, "usted" to bartenders in higher class areas, it's really a feeling. When I don't know I start with "usted". Recently I was with younger friends who introduced me to someone my age, and that person started using "usted" with me, so it's good to know both. Fluenz starts with usted but they use tú for most of the other levels.
