I think we need to know the full sentence or phrase to answer. So, for example, if it were "Il y a des cadeaux" then one would use "des" but if it were "Il y a beaucoup de cadeaux" one uses "de." I don't recall the exact explanation for this, but I just remember that in the second case, it matches the English translation "a lot of gifts." Note that the issue is not plural or singular, rather in the first instance the article is included (des = de + les), while in the second there is no article. Someone else may have a more grammatically precise explanation.
