Actually, in this case, because you don't have any context to know whether it's you(p) or they, the program accepts both "Sie" and "sie" as correct. But the answer you are shown is the one that matches the sentence in the dialogue.

Ok, now I'm a bit confused. Since I was told to write, 'haben', then 'sie' cannot mean 'she'. It has to mean either you or they, which also means that it is Sie and not sie. The answer with Sie wasn't accepted. In order for 'sie' to be corrected then I believe I should have been told to write, 'Hat'. Yes?

The (lower-case) 'sie' in "Haben sie viel Geld gewechselt?" means 'they', not 'she'.
