If the article that precedes the word can be "le" or "la", then you will have to use "ce". If you can use the l' then you must use "cet". So for "haut" you cannot say "L'haut", you have to say "le haut", and therefore you have to use "ce".

There are certain "h" words in French where the "h" is treated as a consonant. The main example in Fluenz was "haricot". Thus, "le haricot" and with "les haricot" you do not make a liason with the s. My understanding is that this came about because these words entered the French vocabulary from a different language. But as far as I know, there is no way to identify them except by memory.
