Same difference as "You want this dish?" vs "Do you want this dish?". The second one (Quieren ustedes) is more formal than the first one. Although the first one sounds a bit harsh in english, I don't think it sounds bad in Spanish, but this would have to be confirmed by a native speaker. In French it's the same "Vous voulez ce plat?" or "Voulez-vous ce plat?", and both are correct, the second one is more formal.
