They are mostly used in the 3rd person singular or plural. In your specific sentence the subject is the fact that you spoke Spanish so we need 3rd person singular here.
In present: encanta

The object is "people" - "a la gente"
So it should be:
A la gente le encantaba cuando yo hablaba...
