I wonder if it depends on the context of the conversation. I know generally you use "c'est" when the subject is singular and "ce sont" when the subject is plural. I suppose if I were asked, "Can you tell me where the restrooms are?", and the restrooms for men and women were separated, I could say, "It's over there." and point to the appropriate restroom.
