If you have a look at the sentence again, you'll see that it's: "the restaurants" in plural. So "they open" which as you said is: aprono. While it's "the bar" in singular. So "it opens": apre. The whole sentence in Italian is then:
I ristoranti aprono alle otto e il bar apre alle sei - The restaurants (they) open at eight and the bar (it) opens at six
If the sentence were:
The restaurant opens at eight and the bar opens at six
It would be:
Il ristorante apre alle otto e il bar apre alle sei
